Any commercial building under 500m² with domestic-style construction and building services can choose to follow PAS 2035, the domestic retrofit standard, instead. Above that threshold, or where the building doesn’t have domestic-style construction, PAS 2038 is the standard that applies. The key roles PAS 2038 introduces

PAS 2038 sets out defined roles to keep a retrofit project accountable from start to finish. A Non-Domestic Retrofit Lead Professional or Lead Assessor manages the project, reviewing objectives, planning constraints, building-specific limitations and budget before work begins.

Supporting roles bring in energy assessors, Display Energy Certificate assessors and air conditioning inspectors as needed. Together, these roles create the same kind of accountability chain that PAS 2035 introduced for domestic retrofit, adapted for the scale and complexity of commercial buildings.
