Pillar 1

Low‑income offer. Builds on the Budget measure to remove £150 from bills from April 2026 and commits £5 billion to deliver free packages of upgrades for low‑income households, tailored to the technologies most suitable for each home.

Pillar 2

An offer for everyone. Sets aside £2 billion to subsidise zero‑ and low‑interest loans for solar panels, batteries and other technologies, with a further £3 billion for loans and investments via a new Warm Homes Fund; expands the Boiler Upgrade Scheme and widens eligible technologies (e.g., heat batteries, air‑to‑air heat pumps); and launches a new Warm Homes Agency to support consumers and simplify heat‑pump installation.

Pillar 3

New protections for renters. By 2030, private landlords will be required to meet minimum energy‑efficiency standards, addressing cold, damp and mould conditions that currently affect 1.6 million children in private accommodation.
