Delivering Warm Homes: Local Grant (WH-LG) Successfully – Key Guidance and Risk Reduction Strategies

The Warm Homes: Local Grant (WHLG) is a £500 million government initiative running from April 2025 to March 2028, designed to tackle fuel poverty and accelerate progress toward Net Zero 2050. Local authorities across England have been allocated funding to upgrade low-income homes with energy efficiency improvements and low-carbon heating systems

Eligible measures include:

  • Insulation (IWI, EWI)
  • Solar PV
  • Air Source Heat Pumps (ASHP)
  • Electric Storage Heaters (ESH)

These upgrades aim to deliver meaningful carbon savings and reduce energy bills for vulnerable households.

Key Requirements from DESNZ Guidance

  • Eligibility: Homes must be privately owned or privately rented, EPC band D–G, and occupied by low-income households.
  • Compliance: All works must meet:
    • PAS 2030 and PAS 2035 standards
    • Building Regulations
    • British Standards
    • Manufacturer installation guides (IWI, EWI, ASHP, ESH, Solar PV)
  • Delivery Assurance: Councils must pass a Delivery Assurance Check (DAC) before installation begins.
  • Funding Caps: Separate cost caps apply for energy efficiency and low-carbon heating measures.

Risks That Could Derail Successful Delivery

  • Non-compliance with PAS 2035 → Funding clawbacks and costly rework.
  • Poor Quality Control → Defects, damp, and underperformance.
  • Supply Chain Gaps → Delays in appointing qualified installers.
  • Data & Evidence Failures → Missing documentation halts payments.
  • Budget Overruns → Incorrect measure specification breaches cost caps.
