What is The Green Homes Wales (GHW)
Green Homes Wales (GHW) is a Welsh Government initiative, administered by the Development Bank of Wales, designed to help homeowners across Wales make their homes more energy-efficient through:
- PAS2035 Grant – Fully funded expert support via a PAS 2035‑registered Retrofit Coordinator and Retrofit assessor, who delivers a tailored home assessment and decarbonisation roadmap for your home.
- Interest‑free loans ranging from £1,000–£25,000, repayable up to 10 years, with a 6‑month repayment holiday to let early savings offset costs
- Additional grant funding for eligible energy-saving upgrades, reducing your out-of-pocket expenses

Green Homes Wales Grant
The Green Homes Wales grant provides financial support to cover the professional services required for a PAS2035-compliant project. The services Net Zero Gurus provide are fully funded by the Green Homes Wales grant.

Phase 1
In Phase 1, we carry out a full condition assessment of your home, including ventilation and energy performance. We will work with you to define the outcomes you want to achieve from your project, then prepare a comprehensive Improvement Option Evaluation outlining all potential upgrades suitable for your property.
We will talk you through each option, helping you identify the upgrades that are most appropriate for your home that you wish to install now, and those you may want to consider in the future. As part of this process, we will also highlight any defects that may need to be addressed before works begin and advise you on any ventilation improvements that may be required to ensure compliance and long‑term performance.
Once we have agreed together on the best measures for your home, we move on to Phase 2, where we support you in selecting a suitable installer and obtaining quotes.
Phase 2
In Phase 2, we support you in finding a fully qualified, insured, and accredited installer who can provide competitive quotes. All installers will be certified to PAS 2030 or, for renewable technologies, MCS, and will have experience delivering work in line with GHW requirements.
We will help you compare quotes, understand what offers the best value for money, and ensure the proposed measures are suitable for your home. In addition, we can help you identify additional funding opportunities that can work alongside GHW, for example, the Boiler Upgrade Scheme, which offers up to £7,500 towards the installation of an air-source heat pump.
Once you have selected and accepted a quote, we move on to Phase 3, where we coordinate the installation of your chosen energy‑efficient upgrades.
Phase 3
In Phase 3, we produce a detailed Retrofit Design for your project. This sets out all the agreed measures, along with the full technical specification for each one. The design also highlights any defects that must be addressed before installation begins, as well as any required ventilation upgrades to ensure compliance and long‑term performance.
Throughout this phase, we assess the project as a whole, reviewing pre and post installation surveys, photographs, certificates, warranties, and all supporting evidence to confirm that every measure has been installed correctly and in full compliance with the relevant standards.
Once all checks are complete, we lodge the project with the TrustMark Data Warehouse and issue the TrustMark Lodgement Certificate to the installer. We only lodge and release the certificate when the project is fully complete, fully compliant, and you are completely satisfied with the work carried out.

All work must comply with PAS 2035 retrofit standards, ensuring improvements are carried out by qualified professionals and meet strict quality requirements.
Eligibility Criteria for your Green Homes Wales Grant
You’re eligible if you:
- Own and live in the home as your main residence
- Are located in Wales
- Can pass affordability and credit checks
You cannot apply if:
- Your property is a new build (less than 6 months old and never lived in)
- The home is listed
- You’re a landlord seeking support for a rental property
There’s no income threshold—your salary won’t affect your eligibility.
How can I get an interest free loan of up to £25000?
Flexible financing with an unsecured interest-free loan of up to £25,000 is available when you meet the minimum requirements above, plus an affordability assessment.
GHW have a duty to customers to ensure they are suitably able to manage repayments of any lending undertaken through the scheme. To support you, they will assess your income and expenditure details you provide as part of the application to ensure that you have sufficient disposable income to make the repayments.
- Flexible financing:
- Interest-free loans ranging from £1,000 to £25,000 with repayment terms up to 10 years. For larger projects, terms may be extended.
- Enjoy a 6-month upfront repayment holiday while your new energy efficiency measures begin delivering results.

Case study: Our first Green Home Wales install in 2024
Array 1 of a 22 Panel solar PV system
This is array 1 of a dual array solar PV system. 22 x InstaGen solar panels were installed, totalling 9.57 kWp.
Hybrid Solax X1 Solar PV inverter
This hybrid Solax X1‑Boost G4 inverter managers divert the energy generated from the solar panels between the home and battery storage. This enables the homeowner to generate, store and utilise clean, low‑cost electricity throughout the day.

This Solax T58, 5.8KWh battery is being charged by the 22-panel solar PV system through a Solax hybrid inverter. This provides resources for energy to cut energy costs and keep low-cost energy on standby for when it’s required.
Samsung 12 KW Heat Pump
Installing this 12 kW Samsung Gen 6 heat pump together with a 170 L KODIAK unvented hot water cylinder ensures the home has an abundant supply of hot water while efficiently meeting all of its heating needs.
Checking air flow using an Anemometer
This shows a constant flow extract fan being checked to ensure the extraction rate is correct. 14 Litres per second is required. An incorrect flow rate can cause damp or mould, or, if set too high, cause your home to be draughty and cold.
A new constant flow dMEV extraction fan
This constant‑flow extract fan, also known as a dMEV unit, has been installed and configured to ensure the precise removal of moist, stale air from the property. For dMEVs to work effectively, each unit must operate in balance with the others, using accurate airflow calculations to achieve the optimal number of air changes for the home. When set up correctly, this reduces draughts and helps stop any build-up of condensation, damp or mould.
Case study: Our first Green Home Wales install in 2024
Our Gurus have been supporting the Green Homes Wales (GHW) scheme since its launch as a pilot on 17 October 2024, guiding homeowners through fully compliant, end‑to‑end retrofit projects.
Our first completed GHW project was delivered in Colwyn Bay, North Wales, where our Gurus carried out the full assessment, design, and coordination of all measures installed.
Project Measures Included
• Ventilation Upgrades
A fully enhanced ventilation system was installed to provide improved indoor air quality while reducing moisture build‑up, helping prevent condensation and mould growth.
• Solar Photovoltaic System
22 x InstaGen solar PV panels were installed, paired with a 5 kWh battery and a Solax X1‑Boost G4 Hybrid inverter, allowing the homeowner to generate, store and utilise clean, low‑cost electricity throughout the day.
• Air Source Heat Pump System
A Samsung 6–12 kW Air Source Heat Pump was fitted alongside a new 170‑litre Kodiak unvented hot water cylinder, providing efficient, low‑carbon heating and hot water on demand.
• Smart Heating Controls
New Drayton smart programmable room thermostats and Bulldog TRVs were installed. When combined with the Samsung smart controller, both the homeowner and the installer gained full visibility, control, and monitoring of this very efficient system, ensuring peak performance.
